CITY COUNCIL GOALS AND OBJECTIVES

 

       Ontario, Next Urban Center

 

 

 
Invest In The Growth And Evolution Of The City’s Economy
 
Work with the private sector to encourage core community revitalization with emphasis on Downtown, Holt Boulevard, Mountain Avenue and the Central Industrial and Part 150 areas.
Promote the creation of mixed-use urban centers at Guasti Plaza, in the Civic Center and at Ontario Center.
Maximize the economic and community benefits to be received from Ontario International Airport, Ontario Mills Mall, Ontario Convention Center and Ontario Center.
Encourage quality retail development along and south of the SR 60 corridor and north of the I-10 to Fourth Street between Baker and Archibald.
Continue business retention and expansion programs while implementing office and industrial attraction strategies emphasizing provision of high paying jobs.
Work with education, labor and business to ensure that the community’s workforce remains competitive.
Facilitate international trade missions and educational sessions for small and medium sized enterprises.
Implement a comprehensive General Plan Update integrating the final policy document into the City’s comprehensive master plans and budget process.
Regularly review Ontario’s Municipal Code for negative impacts on business and make appropriate revisions.
 

 

 

 

 
Maintain The Current High Level Of Public Safety
 
Utilize existing and non-public safety programs to reduce crime.
Review Matrix Police Department Staffing Study recommendations and decide on implementation.
Maintain or improve emergency response time.
Recruit and retain the highest caliber public safety personnel.
Encourage the private sector to establish a full service hospital in the community.
Regularly review Ontario’s Municipal Code for negative impacts on business and make appropriate revisions.
 

 

 

 

 
Operate In A Businesslike Manner
 
Recruit, develop and retain a highly qualified City workforce committed to excellent customer service.
Develop and implement an organizational succession plan including a comprehensive training program.
Live within our means, fully funding liabilities and reserves, while forming capital to strategically invest in the future.
Continue to invest in updated facilities, equipment and technology to promote efficiency.
Maintain operating systems and controls that ensure sound fiscal management.
Provide public e-commerce access to City services.
Explore opportunities to mitigate the costs and impacts associated with the hospitality industry.
Evaluate the advisability of becoming a Charter City.
 

 

 

 

 
Pursue City’s Goals And Objectives
By Working With Other Governmental Agencies
 
Work with Federal, State and regional governments and organizations to ensure Ontario receives its fair share of resources.
Promote Ontario as a regional transportation hub and employment center.
Participate in State and regional transportation and planning efforts affecting the City, including the Master Plan for Ontario International Airport, SCAG’s Ground Access, COMPASS and job/housing balance programs, MAGLEV and rail projects, and SANBAG transportation infrastructure programs.
Identify potential sites and funding sources for a Multi-Model Transit Station and MAGLEV Maintenance Facility.
Cooperate with other local agencies to develop and manage water resources.
Pursue development of an offsite Natural Wetland Regional Treatment System to meet regional Water Quality Management Plan requirements for the Old and New Model Colonies.
 

 

 

 

 
Focus Resources In Ontario’s Commercial
And Residential Neighborhoods
 
Concentrate resources on preserving the City’s historic commercial structures, neighborhoods and housing stock and promote neighborhood identity in existing single family neighborhoods.
Improve 200-250 homes per year through the Ontario CARES Neighborhood Improvement Program.
Provide new housing development opportunities to address the City’s regional housing needs.
Improve aesthetics on major corridors.
Utilize code enforcement to maintain community standards throughout the community placing special emphasis on downtown.
Develop a program and funding alternatives for the inspection of multi-family units.
Continue efforts to prevent and remove graffiti.
 

 

 

 

 
Invest In The City’s Infrastructure
(Water, Streets, Sewers, Parks, Storm Drains And Public Facilities)
 
Ensure development of telecommunications facilities throughout the City.
Design and construct capital projects to implement the updated water, recycled water, sewer and flood control master plans while exploring options to expand and improve water supply and expand the use of.
Begin construction of City Soccer Fields.
Fund and construct improvements to Whispering Lakes Golf Course.
Construct the Citizen’s Business Bank Arena.
Construct the Dorothy A. Quesada and Veterans Memorial Park Community Centers and park improvements.
Develop funding alternatives to implement infra-structure master plans.
Adopt a prioritized plan for sidewalks to ensure safe routes to schools.
 

 

 

 

 
Encourage, Provide Or Support Enhanced Recreational, Educational, Cultural And Healthy City Programs, Policies And Activities
 
Explore options for providing a teen center in the northeast portion of the City.
Embrace the cultural diversity in the community.
Work with community organizations to promote Healthy City Plans and Programs.
Develop more joint-use facilities with the City’s school districts and non-profit organizations.
Encourage and support the development of additional higher education programs and facilities in the City.
Provide direction on the Museum Space and Program Planning Study recommendation.
Develop park site plans for existing Old Model Colony and New Model Colony parks.
Explore local and Regional Transportation Programs for Seniors.
 

 

 

 

 
Ensure The Development Of A Well Planned, Balanced,
And Self-Sustaining Community In The New Model Colony
 
Implement General Plan policies to achieve a high quality, sustainable development in the New Model Colony through the Specific Plan process.
Explore alternative land use patterns in appropriate areas within the New Model Colony to improve the area’s quality of life, jobs/housing balance, and economic sustainability.
Develop the design elements for the New Model Colony Village Green Master Plan.
